The Weill Cornell Medicine (WCM) IRB will serve as the IRB of Record for all oncology studies at NewYork-Presbyterian Brooklyn Methodist Hospital (BMH). This incluedes exempt determinations. For oncology studies using an external and commercial IRB for review, the reliance agreements will be negotiated and managed by the WCM IRB Office for both WCM and/or BMH locations.
The table below outlines the procedure for reliance request and IRB submission. Existing studies initiated prior to this guidance should continue to be submitted to the current IRB of record.
For non-oncology research, follow the guidance outlined in the WCM sIRB SOP.
IRB of Record | Reliance Request | WCM IRB Submission(1) | BMH IRB Submission |
---|---|---|---|
WCM IRB | A reliance request is not required. | The study PI or their designee must submit the standard IRB Initial Submission form to WCM IRB (via WRG-HS) with BMH listed as a location, and WCM selected as the IRB of Record. | A submission to the BMH IRB for local acknowledgment is not required. |
External IRB (including Commercial, NCI-CIRB)(2) | The study PI or their designee must submit a reliance request, which reflects the involvement of either both WCM and BMH locations or BMH alone, to the WCM IRB through the Qualtrics portal. | The study PI or designee must submit the Non-WCM Initial Submission form to the WCM IRB (via WRG-HS) with BMH listed as a location to record local acknowledgement. | A submission to the BMH IRB for local acknowledgment is not required. |
(1) Research personnel at BMH should be added as affiliated personnel to WCM IRB applications.
(2) Industry-sponsored studies must be reviewed by the Commercial IRB designated by the Sponsor. If no IRB is designated by the sponsor, BRANY IRB must be used. The payment of fees for BRANY should be negotiated in the study contract.
